The Legal and
Administrative Manager (LAM) is responsible for the design and execution of our
Legal functions, Human Resource Management Strategy and System. S/he will lead
all activities of legal, administrative and management Human Resources
functions.
The Legal and
Administrative Manager (LAM) is expected to ensure good collaboration and
coordination with all Anza’s stakeholders across the country, while ensuring
the integrity and effectiveness of Anza’s distinct contribution to the
attainment of our objectives. To achieve this, Anza requires an innovative,
results-oriented individual who can create and deliver a vision, and ensure
organisation compliance and managing team member expectations.
The Legal and
Administrative Manager (LAM) is responsible for the design and execution of our
Legal functions, Human Resource Management Strategy and System. S/he will lead
all activities of legal, administrative and management Human Resources
functions. The Legal and Administrative Manager (LAM) is expected to ensure
good collaboration and coordination with all Anza’s stakeholders across the

Legal and
Administrative Manager (LAM) Functions
Measure
- Be in-charge of all legal
affairs of Anza and its affiliated entities
Measure: Legal and Administrative systems in
place
- Notarization of all Anza and
affiliated entities documents
Measure: Documents notarized
- Advise the organization on all
legal matters and liaise with various regulatory body to ensure that Anza
consistently complies to various laws and regulations of URT.
Measure: 100% compliance to laws and
regulations
- Advise the organization on
legal issues pertaining to foreign employees, volunteers, visitors and
International Professionals and liaise with Migration, Employment and
other laws
Measure: 100% Compliance to migration and
Employment laws
- Work on Visa, Work permits and
residents permits of all Anza foreign staffs
Measure: All required legal papers available on time
- Advising Kilihub tenants and
Anza clients (in collaboration with BDAs) on basic legal issues pertaining
to their operations
Measure: Consultation time set up and used
- Advising and Preparing
organization contracts with other parties
Measure: Value added contracts in place
- Coordinate staff performance
review, maintain and update the HR management system with all employee
information.
Measure: Information and Reports provided
- Updating organizational
structure. Support in Workforce planning, distribution and recruitment
Measure: Staffing Management and plan
- Develop and implement Human
Resources strategy, Lead the process of review of job descriptions and the
preparation of new and/or revised job descriptions in line with
organisational human resource strategy.
Measure: HR strategy document, 100% staff with
job descriptions
- Team member attendance and time
management (Work hours, overtime, staff gap, leaves, etc)
Measure: Information and Reports provided
- Coordinate with Insurance
companies for staff benefits & assist in preparing policy,
guidelines, and systems for staff safety measures
Measure: Implementation of Health and safety
guidelines
- Issue contract and letters to
all employees (Offer, contracts, transfer, separation, retrenchment,
retirement etc)
Measure: On-time communication to Team member
- Prepare and implement staff
motivation plan, arrange effectively social events and activities
Measure: Raise in staff morale, Team Member
Feedback
- Assist in developing and
implementing staff professional development programmes
Measure: PD plans and programmes conducted
- Provide feedback to the
management to enhance a better and cordial working environment.
About You We are looking for individuals who can

Successful candidates must navigate fast-paced and resource-constrained
environments with enthusiasm, patience, and imagination. We prefer those
individuals who have previously taken on significant leadership and management
responsibilities.
Qualifications/Knowledge/Expertise
- Bachelors’ degree and hold
a recognised professional qualification in Laws
- Detailed knowledge of Tanzanian
laws including labour and other related laws
- Fluent English and Swahili both
oral and written
- Knowledge of Legal systems,
HRMS and database
- Desirable: Additional qualifications in conflict management,
coaching and mentoring, training development
Experience
- Successfully held management
position for at least 3 years.
- At least 1 year experience of developing and successfully
implementing a strategy for legal systems and HR aligned with
organisational objectives.
- Proven ability to train and
develop others
- Experience of managing people
in a multi-location environment
Skills and Abilities
- Able to develop and articulate
a clear strategic vision of Legal and HR
- Negotiation, influencing and
conflict management skills
- Ability to self-manage and
prioritise workload to meet deadlines without compromising on high
standards
- IT literate with ability to
identify and integrate relevant tech into Legal and HR systems for scale
- Able to manage and motivate
teams to achieve targets and to achieve organisational change
