The National Council for Technical Education (NACTE) was established by Act of Parliament Cap. 129 to oversee and coordinate the provision of technical education and training in Tanzania. Technical education and training in this context is defined as:
“Education and training undertaken by students to equip them to play roles requiring higher levels of skills, knowledge, understanding and attitudes/ethics and in which they take responsibility for their areas of specialization.”

NACTE: 20 INSTITUTIONS BANNED | ALERT TO OTHER QUALIFIED AND DISQUALIFIED INSTITUTIONS FOR INTAKE OF 2018/19

The National Council for Technical Education (NACTE) is a statutory body established under the National Council for Technical Education Act, Cap. 129 to oversee and coordinate the provision of technical education and training in Tanzania. The Act requires training providers to
be registered, accredited and have their curricula approved by the Council prior to offering any programme. The Council regularly conducts academic quality audit to technical institutions to assess their compliance with NACTE academic quality standards in delivering the training programmes. As per Registration and Accreditation Regulations of 2001, non-compliance with any NACTE requirement is an offence. The regulations stipulate the actions to be taken for each offence. Based on findings of the audit, the Council is empowered to take actions against non-compliant institutions.

The Council is hereby informing the public that the academic audit exercise conducted from July to September 2017 involved 458 registered technical institutions (including 112 teachers colleges and 7 institutions which were not operational), out of which 426 met the minimum

KENYA: MOI GIRLS HIGH SCHOOL, NAIROBI CLOSED AFTER RAPE INCIDENT

AS PER THE CITIZEN DIGITAL, Moi Girls High School, Nairobi has been closed for a week a day after a student was raped in one of the hostels.

Education Cabinet Secretary Amina Mohamed made the announcement on Sunday morning after holding a second meeting with the school management at the institution.
The CS held another meeting that ran late into Saturday night as parents stormed the school last evening demanding to go home with their children.

The parent’s demands were, however, refused with the management insisting that the students would be allowed to leave on Sunday morning when it is safe.
It is alleged that a Form 2 girl was assaulted and raped while going to the washrooms at around 2am. She is said to have been attacked by three men who had made their way into the dormitory under unclear circumstances.


Parents arrived at the school as early as 5am to pick their children.
Armed police officers have been deployed at the school to provide security.
Kilimani O CPD Michael Muchiri says the officers will be stationed at the school until ongoing investigations are completed.

So far, no suspect have been arrested but Mr Muchiri says the descriptions given by the girls who saw the attacker have given detectives a clue.
Yesterday, parents flocked the institution demanding to take home their children after they were informed of rape incident.

HESLB: DIPLOMA SCHOLARS' LOAN PLAN TERMINATION

As per The Higher Education Student Loan Board (HESLB),  informs the mass  that it has suddenly terminated a mortgage planned program for Tanzanian college scholars studying diploma from the year 2018/2019 as they had announced earlier. It must be noted that on 10 May 2018, the Higher Education Student Loans Board issued a credit management guide for the year 2018/2019. The guide, as well as other factors, states that HESLB will begin to lend to diploma students and to be a guide on how to apply for a student diploma loan later.


This step has been taken to ensure that the total amount of TZS 427.5 billion allocated for students’ loans in 2018/2019 is directed to current credit students and new applicants who have the qualifications for joining the degree of degree that are the principal targeted.

Therefore, we call upon all qualified qualifiers to join degree education at higher education institutions and who are lending the credit to ensure that they carefully read the credit guidance and focus on it.
For figures of 2017/2018, approximately 10,027 applications for loans submitted by the Credit Board had deficiencies such as signature, non-active ingredients, etc.
HESLB was established in terms of law in 2004 and started a formal job in July 2005 to provide loans to needy students and also to collect loans from beneficiaries.

PRIME MINISTER KASIMU MAJALIWA CALL UPON THE RELIGIOUS INSTITUTION

PRIME Minister Kassim Majaliwa has called upon religious institutions to support government efforts in promoting education sector, for the best interest of the future generations and the country's development.
He made the call at the Quran Recitation Competition organised by a religious organisation, Istiqaamah Muslim Community, in Dar es Salaam yesterday. The PM observed that Islamic religion has placed education at the fore front whereby it is compulsory for both male and females to seek knowledge.
"Despite the fact that the Holy Quran is a religious book, but it also carries principles on how human beings should live on daily basis. Thus, in the wake of creating a stable economy and a community that abides to the principles of integrity and observes peace and tranquility,
investing in education is inevitable," said Mr Majaliwa. He noted that investing in education does not only mean recitation of the Holy Quran, but it involves children being given the opportunity to seek both religious and formal knowledge,
to be in a better position in life. Prime Minister Majaliwa also observed that the government is committed to improve the education sector at all levels. "I am impressed with the boost that you have given to the education sector ...
the 12 primaries and secondary school and a hospital that you have built has demonstrated your commitment in supporting the government in promoting education and health sectors in the country,"
 
The PM observed. He called upon other Islamic religious institutions to emulate what is being done by Istiqaamah by building schools, technical schools and vocational training centres
Such a move is important in the development of our children and it is indeed an important milestone for the country to become a middle income economy through industrialization.
The Premier showered praises to instructors, parents and all the participants of the competition. The government recognises the contribution of the Islamic religion in instilling unity and peace in the country.
He extended greetings from President John Magufuli and Vice-President Samia Suluhu Hassan, who all together wish all Muslims well during the entire period of Ramadan and thereafter.
They call upon all Muslims to continue embracing love and peace during the entire period of Ramadan and afterwards. "Let's refrain from making provocative statements that will create hate and enmity among our Islam counterparts and people from different faiths and disrupt peace ...
we should know that the peace we have is the reason we can worship and implement other roles. Let's all come together and pray for our country and leaders and ask God to protect us from natural calamities such as heavy rains that may cause us harm," he said.

IMPORTANT INSTRUCTIONS TO ALL LOAN APPLICANTS
All loan applicants for Academic Year 2018/2019 are reminded to:
(i) Online loan application window will be open from Thursday, May 10th, 2018 through Sunday, July 15th, 2018;

(ii) Read and follow application procedures stated in these guidelines for Academic Year 2018/2019;

(iii) Ensure that the Form IV Index Number provided when applying for loans matches with the one used in your application for admission;

(iv) Ensure that all documents submitted to support your application have been certified by relevant authorities as specified in the guidelines;

(v) Ensure that all birth/death certificates and other certificates are certified by Registration, Insolvency and Trusteeship Agency (RITA) or the designated officer(s) to ascertain their validity. However, District Social Welfare Officer (DSWO) will have to endorse parent’s death report from village or ward authorities;

(vi) Ensure that details about parents/guardians/guarantors (occupation, employer address, telephone number, postal and physical addresses) are complete and correct. Applicants whose parents are leaders listed in Public Leadership Code of Ethics Act 1995 are ineligible;

(vii) Applicants whose parents/guardians are business owners, senior managers and directors in established business and service sectors recognized by revenue and registration authorities are ineligible;

(viii) Applications must be completed with correct (and accurate) details;

(ix) All applicants are advised to keep a copy of complete package of application form submitted to HESLB for future reference (if required) and

(x) All applicants must strictly observe application deadline.

HESLB: LOAN APPLICATION COMMENCEMENT - 2018/2019

The Higher Education Student Loan Board (HESLB) wishes to inform the public that it intends to start receiving an application for higher education loans for the year 2018/2019 from the first week of the next month (May 2018) after completion of the improvements major systematic applications.
Application system improvements
HESLB Executive Director Mr. Abdul-Razaq Badru said in his statement today (Tuesday, April 17, 2018) that all applications will be received online (www.olas.heslb.go.tz) which have been made up of improvements with the University of Dar es salaam Computer Center (UCC-UDSM).
Moreover, Mr. Badru said the window will be open in line with the announcement of a detailed guide to introduce the application, the deadline for submitting applications, the qualifications and criteria used to analyze and lend for the next year of study expected to begin in October 2018.
“We urge all those who are hoping to apply for a higher education loan to take a closer look at the guidance we will provide for media and site at the beginning of May, 2018, and to focus on it,” said Mr. Badru.
Mr. Badru explained that the Credit Board’s call has been issued since years ago when credit applicants submitted their applications without considering the guidance provided by some student lending.
“Last year, for example, over 10,027 applicants among more than 61,000 applicants did not attach such important documents as birth certificates or even deaths certified by the Registration, Insolvency and Guarantee Agency (RITA) as we have directed,” he said.
Important documentation required
Other important documents that credit applicants should prepare include copies of professional fourth-grade certificates, six and diploma certificates that have been verified by the Authorization Commissioner, namely the Lawyer or the Clerk.
In addition, applicants with disabilities or parents with disabilities should have letters confirming the disability from the Regional Medical Officer, District or District Health Center.
Mr. Badru has added that pupils who have been sponsored in their secondary or diploma studies have a warranty letter from the institutions that finance their studies.
HESLB officials provide education in the region
At another point, Mr. Badru said this year the Board of Directors will visit various regions to meet mortgage applicants in order to educate applicants about the appropriate procedures for submitting their mortgage applications online. The schedule and locations for the meetings will be announced at the beginning of May, 2018.
HESLB started a formal job in 2005 that, in addition to other responsibilities, provide higher education loans to Tanzanians needing and qualified and collecting the same loans issued by the Government since 1994/1995.

Best Tanzanian Universities 2018 – Latest Rankings

A list of best universities in the world for 2018 has just been released and the new ranking is something totally different from what we had before. Tanzanian Universities were not left out as some of them had noticeable changes in their world ranking.
From what we have on the list this year, it is obvious that most universities have worked extremely harder to make it to or remain on the list of top best Tanzanian Universities while some others have been totally skimmed off the list because they couldn’t increase their pace of improvements on certain areas which formed the criteria for ranking.
For instance, in 2015 51 Tanzanian Universities made it to the webometrics list of best universities in Tanzania but this year we have just 49 on the list.
Note that in webometrics University ranking, four major factors are put into consideration and these are:  Presence, the rate of Impact, Openness and Academic excellence.
